18.32 E. ASIA INSTITUTE STUDENTS' PROGRESS Hongkong: The 122 students who enrolled at the East Asia Institute, which opened on 5th May, are making swift progress. When they complete their terms they will have a basic knowledge of the Japanese language and will be employed in the Hongkong Civil Service. At the formal foundation ceremony held today an address was delivered by Lt. Gen. Rensuke Isogai, Governor-General of Hongkong. The 122 students are divided into one group

of higher classes, and a second of general classes. The teachers at the Institute are not permitted to use the Chinese language; Japanese is used throughout the courses.

HONGKONG : CUSTODIAN OF ENEMY PROPERTY CREATED Hongkong: The Hongkong Government General will today issue regulations on the settlement of financial obligations to enemy countries and their nationals. Effective immediately, the regulations prescribe that a custodian be appointed to handle the disposal of financial. obligations towards belligerent nations and their nationals, as well as towards those countries and people designated by law as semi-belligerent countries.

Debtors who

wish to settle their liabilities will have to make payments to the custodian and when their liabilities are, sotiled, mortgages on property, for instance, can be cancelled. The Yokohama Specia Bank will be appointed custodian for the time being.
